Farallon developed the technical approach to excavate, classify, segregate, and dispose of waste from the unpermitted landfill at the former U.S. Army Corps of Engineers (USACE) North Pacific Division Laboratory materials testing facility that operated in Troutdale, Oregon between 1949 and 1997. Much of the soil and concrete tested at the facility had been disposed of in an unlined landfill on the property. The project objective was to remove the landfill contents and underlying contaminated soils to achieve EPA Preliminary Remediation Goals. Farallon developed an approach to characterize the landfill contents, conduct waste excavation and segregation activities, and perform confirmation sampling. Details of the approach were presented in the Remedial Action Management Plan prepared by Farallon, which included a Field Sampling Plan, Quality Assurance Project Plan (QAPP), and Contractor Quality Control Plan.
Confirmation samples collected at the facility were analyzed for volatile organic and semivolatile organic compounds, organochlorine pesticides, PCBs, and metals. A total of 56 characterization and confirmation samples were analyzed for 172 compounds in accordance with strict USACE quality control protocols that Farallon detailed in the QAPP. Over 5,000 tons of contaminated material was removed from the landfill for off site disposal. Site restoration included backfilling, grading, and hydroseeding to match surrounding land conditions.
